Meesho is the one marketplace out of Amazon, Flipkart, and Meesho where the answer to “do I need GST” isn’t a flat yes. Call or WhatsApp us on 70 9232 9232 if you’d rather just have your specific situation checked directly.

The short answer
Unlike Amazon and Flipkart, which require a valid GSTIN before activating any seller account, Meesho lets you sell without one — using a PAN-based Enrolment ID (also called a UIN) instead of a full GST registration. This isn’t a Meesho-specific loophole. It’s a real exemption the GST Council created for small e-commerce sellers under CBIC Notification No. 34/2023-Central Tax (dated 31 July 2023, in force from 1 October 2023), and it depends on two things — your turnover and where you ship, not which product category you sell. Stay under ₹40 lakh in combined annual sales (₹20 lakh in the North-Eastern states) and sell only within your own state, and you can list on Meesho with just a PAN-based Enrolment ID. Cross either line — turnover or state — and a regular GSTIN becomes mandatory, the same as it always was for Amazon and Flipkart.
When you can sell on Meesho without a GSTIN
Two conditions have to both be true, and Meesho’s own seller policy states them exactly the way the law does:
- Turnover: your total annual net sales — on Meesho and everywhere else, under the same PAN — must stay under ₹40 lakh (₹20 lakh if you’re registered in a North-Eastern state).
- Geography: you can only list and fulfil orders within the one state you register in. No inter-state supply is allowed on an Enrolment ID — not even a single order shipped to a buyer in another state.
Meet both, and there’s no category restriction on top of it — the exemption applies to goods generally, not to a fixed list of “GST-free” categories. (You’ll see blog posts claiming it only covers fashion, home décor, handicrafts, or books — Meesho’s own supplier site and the actual CBIC notification don’t say that; the two real gates are turnover and state, nothing else. If your specific category is being treated differently at onboarding, that’s a platform-level check worth confirming directly with Meesho support, not a general GST rule.)
Getting your Enrolment ID
The Enrolment ID comes from the GST portal directly, not from Meesho:
- Go to the GST portal and open Services > User Services > Generate User ID for Unregistered Applicant.
- Select the option for applying as a supplier through an e-commerce operator.
- Enter your PAN, name, email, mobile number, and business address, and submit for validation.
- Once your PAN is validated, the portal issues your Enrolment ID (UIN) — one per state, and you can’t hold more than one in the same state.
- Register as a Meesho seller using this Enrolment ID (instead of a GSTIN) and your bank account details.
You can’t make a single sale through Meesho before the Enrolment ID is actually granted — the application has to be approved first, not just submitted. If any of this trips you up, call 70 9232 9232 and we’ll walk you through it directly rather than you guessing at portal screens.
When GST becomes mandatory on Meesho
Three things force a regular GSTIN, and the third one catches more sellers off guard than the first two combined:
- Your combined net sales (Meesho plus any other channel, same PAN) cross ₹40 lakh in a financial year (₹20 lakh in North-Eastern states).
- You want to sell in more than one state — the Enrolment ID only ever covers one.
- You get an order from a buyer in a different state. Meesho is a pan-India marketplace by default; an Enrolment ID seller legally can’t fulfil that order at all. Sellers who list without checking this sometimes only discover it when an out-of-state order they can’t legally ship sits in their dashboard.
Cross any of these, and Section 24 of the CGST Act’s general rule for marketplace sellers applies — GST registration required, with no turnover threshold to fall back on, exactly like Amazon and Flipkart from day one. If you’re close to any of these three lines and not sure which side you’re on, call 70 9232 9232 before you list your next order, not after.
Composition scheme sellers can also sell on Meesho
One more real option, effective the same date as the Enrolment ID rule (1 October 2023): sellers already on the GST Composition Scheme can now sell goods through Meesho too — something composition dealers were previously barred from doing entirely. The turnover ceiling here is higher: ₹1.5 crore in combined annual net sales (₹75 lakh in North-Eastern states), and the composition scheme’s own quarterly flat-rate payment and simplified filing still apply. If you’re past the Enrolment ID’s ₹40 lakh ceiling but not ready for full GST compliance, this is worth checking before you assume full registration is your only option — call 70 9232 9232 and we’ll tell you honestly which route fits your numbers.
Why sellers get this wrong
The two mistakes we actually see, in order of how often they show up:
First, sellers track only their Meesho revenue against the ₹40 lakh limit, not their combined sales across every channel under the same PAN — if you also sell offline, on Instagram, or on another marketplace, all of it counts toward the same threshold. Second, sellers don’t realise the Enrolment ID is intra-state only until an order from outside their state actually lands — Meesho doesn’t restrict who can browse and order from your listing, so an out-of-state buyer can place an order you’re not legally allowed to fulfil. Neither mistake is about picking the “wrong category” — it’s about not tracking turnover correctly or not knowing the geography rule exists at all.
If you’re scaling past the exemption
Even well under ₹40 lakh, there are real reasons to register before you’re forced to. Without a GSTIN, you can’t claim input tax credit on packaging, sourcing, or any other GST you’re already paying as a cost of doing business — for a seller with real input costs, that unclaimed credit adds up month after month. Registering early also removes the intra-state ceiling immediately, so you stop turning away or losing out-of-state orders, and it lets you add Amazon or Flipkart as a second channel without a separate compliance scramble later, since neither platform recognises an Enrolment ID at all. If you’re taking the Meesho channel seriously, it’s worth running the actual numbers on registering now rather than waiting for the threshold to force it — call 70 9232 9232 and we’ll work through it with your real sales figures.
How this compares to Amazon and Flipkart
If you’re only selling on Amazon or Flipkart, none of the above applies to you — both platforms require a valid GSTIN before they’ll activate a seller account at all, in every category, with no Enrolment ID path and no turnover exemption, regardless of what the law technically permits for other platforms. See our GST Registration for Amazon, Flipkart & Meesho Sellers guide for how registration works once you’re past the exemption, or our GST Return Filing for Amazon, Flipkart & Meesho Sellers guide if you’re already registered and filing across multiple platforms.
| Platform | GST registration required from day one? | Why |
|---|---|---|
| Amazon | Yes | Section 24 of the CGST Act overrides the usual turnover threshold for marketplace sellers — a GSTIN is mandatory before the seller account is even activated. |
| Flipkart | Yes | Same Section 24 override as Amazon — no Enrolment ID path, no turnover exemption, in any category. |
| Meesho | Not always | A PAN-based Enrolment ID (CBIC Notification No. 34/2023) covers sellers under ₹40 lakh turnover selling only within their own state. GST becomes mandatory the moment either line is crossed. |
What we actually do
- Turnover and eligibility check — we look at your actual combined sales and shipping pattern and tell you plainly whether you still qualify for the Enrolment ID route, before you assume either way.
- Registration when it’s the right call — if you need a GSTIN now, or registering ahead of the threshold makes sense for your numbers, we handle the full application.
- The transition, if you cross the threshold — we get you registered and correctly onboarded on Meesho without disrupting your existing listings.
- Direct access to your consultant — no call centre, the same person throughout.
Registering for GST — what it actually costs
If you do need GST registration — because you’ve crossed the threshold, want to sell inter-state, or are adding Amazon or Flipkart — pricing is fixed and tiered by how your business is set up, never a flat rate:
| Business type | GST Registration fee |
|---|---|
| Sole Proprietorship | ₹1,500 + GST |
| Partnership (up to 2 partners) | ₹1,800 + GST |
| Private Limited Company (up to 2 directors) | ₹2,000 + GST |
No hidden charges either way. If your current numbers still qualify you for the Enrolment ID route, we’ll tell you that directly rather than registering you before you need it — call or WhatsApp 70 9232 9232 and we’ll check your actual turnover and shipping pattern first.
Already registering? Here’s what comes next
Getting the GSTIN is only step one. Once you’re registered, you’re also on the hook for monthly or quarterly GST return filing (GSTR-1 and GSTR-3B), reconciling the TCS Meesho deducts and deposits on your behalf, and keeping your input tax credit claims clean — all of it starting from your very first invoice after registration, not later. Our GST Return Filing for Amazon, Flipkart & Meesho Sellers guide covers exactly this — TCS reconciliation, filing deadlines, and the mistakes marketplace sellers make most often — so it’s worth reading before your first filing cycle is due, not after you’ve already missed one. We handle both registration and ongoing filing under one fixed-price plan if you’d rather not manage the handoff between the two yourself — call 70 9232 9232 to set both up together.
Frequently asked questions
Do I need GST to sell on Meesho?
Only if your combined annual sales cross ₹40 lakh (₹20 lakh in North-Eastern states), or you want to sell to buyers outside your own state. Under both those limits, you can sell using a PAN-based Enrolment ID instead of a GSTIN. Cross either one and GST registration becomes mandatory, the same as Amazon and Flipkart.
Can I sell on Meesho without a GST number?
Yes — Meesho allows this via a PAN-based Enrolment ID (UIN), under CBIC Notification No. 34/2023-Central Tax, effective 1 October 2023. You need to stay under the ₹40 lakh turnover limit and sell only within your registered state. There’s no category restriction beyond that, despite what some guides claim.
What is a Meesho Enrolment ID and how do I get one?
It’s a PAN-based identifier from the GST portal (Services > User Services > Generate User ID for Unregistered Applicant) that lets you list and sell on Meesho without a GSTIN. You submit your PAN, business address and contact details for validation, and the portal issues one Enrolment ID per state. It’s specific to this GST exemption — Amazon and Flipkart don’t recognise it and still require a full GSTIN.
What is the turnover limit to sell on Meesho without GST?
₹40 lakh in combined annual net sales across all your channels (not just Meesho), under the same PAN. If you’re registered in a North-Eastern state, the limit is ₹20 lakh. Composition Scheme sellers get a higher ceiling — ₹1.5 crore (₹75 lakh in North-Eastern states) — since they’re allowed to sell via Meesho too as of 1 October 2023.
Can I sell on Meesho without GST if I ship to customers outside my state?
No. An Enrolment ID only covers intra-state supply — selling and shipping within the one state you registered in. Meesho doesn’t block out-of-state buyers from ordering, so if an order comes in from another state, you legally can’t fulfil it without a regular GSTIN.
Can I use a Composition GSTIN to sell on Meesho?
Yes, since 1 October 2023 — this was previously not allowed. Composition Scheme sellers can now supply goods through Meesho up to ₹1.5 crore in combined annual net sales (₹75 lakh in North-Eastern states), while still filing under the composition scheme’s simplified, flat-rate system.
Can I claim input tax credit without GST registration on Meesho?
No. Selling under an Enrolment ID means you can’t claim ITC on packaging, sourcing, or any other input costs. This is one of the main reasons sellers choose to register even before the ₹40 lakh threshold forces it.
What happens once I cross ₹40 lakh or get an order from another state?
Your Enrolment ID stops covering you the moment either happens — you need a regular GSTIN from that point, with no grace period. Call 70 9232 9232 and we’ll get you registered without disrupting your existing Meesho listings, and set up your GST return filing at the same time.
